Update!!! hopefully this helps someone in the future my car had everything fine with the starter relay and starter, my problem was a connection just behind the passenger side headlight that was unplugged it was transmitting power to the starter. Nów my fuel pump i checked out everything relay fuel pump etc figured how which connection gave power to the fuel pump itself concept z has a write up on it i had power all the way to the connection it stopped right to the white/purple wire from the fuel pump harness which is the power wire to the fuel pump and i had power right to the end of that wire i pulled out the fuel pump and at the fuel pump assembly the connections had built up corrosion and was not passing power to the fuel pump itself cleaned it and it works just fine now. Remember this car has been sitting down for over a year
